Britain and America have established a significant commercial pact that will guarantee zero duties on UK medicine shipments being sold in the US market.

Agreement Details of the Deal

As part of the deal, the UK has pledged to increase spending on drugs through the public health system. This pledge ensures that duties on these crucial goods will remain at zero for a timeframe of three years.

This agreement comes after recent threats to hike duties on patented pharmaceutical products, with increases discussed as high as double the cost.

"This agreement between the United Kingdom strengthens the international landscape for innovative medicines and introduces long-overdue equity to transatlantic medicine commerce," a statement declared.

Commercial Significance

Pharmaceuticals constitute one of the the United Kingdom's biggest exports to the United States, which is clearly the biggest destination for large UK drugmakers.

Export figures reveal that in the year to the end of last September, the UK sold drugs valued at billions to the US. This figure represented 17.4% of total UK exports in that span.

"This guarantee safeguards employment, increases capital expenditure and paves the way for the UK to become a worldwide center for biotech and pharma," a government official commented.

Key British Pledges

The agreement involves several notable changes from the British government:

  • Price Threshold Increase: The UK will raise the affordability limit at which it judges new treatments to be prohibitively costly by 25%.
  • Increased NHS Spending: There is a aim to increase total health service expenditure on drugs from 0.3% of GDP to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage pharmaceutical firms must refund to the NHS to stay within budget will be capped at 15%. Previously, refunds topped twenty percent.

Industry Background

The pact follows a ongoing dispute between the pharmaceutical industry and the ministers over spending levels and regulatory access.

These tensions were exacerbated by claims that American consumers were paying a premium for the same drugs than patients in the other developed nations.

Recently, several large pharmaceutical investments in the UK have been delayed or scrapped, while substantial funding commitments have been directed toward US facilities.

The Science Minister acknowledged that the NHS must spend more on medicines, noting that its spending on drugs had decreased as a share of its resources over the last ten years.
