Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are conducted: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on restraining specific proposals. By night, Moscow clearly shows the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track projectile deployments from across the border, a capacity enabled by up-to-date information. From witness perspectives, defense planes that had been scrambled to engage hostile cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.
Persistent Threats
Following this, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a defensive team – probably Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's essential dependence on international aid – a dependence that neighboring countries are clearly incapable to substitute in the near term.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, no doubt, continue.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The White House believes that it is impossible to force Russia to abandon the areas that it currently occupies in Ukraine's south or east.
The issue is that while recognising this factual reality, US leadership does little to discourage Russia, through diplomacy or military means, from thinking that the situation will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but averting a complete military breakdown until conditions improve in its favour.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the proposed articles of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
